Every new OSSF installation, repair, or modification requires a permit — and all work must be performed by a licensed installer.
TCEQ has authorized most Texas counties to administer OSSF regulations locally. What to Look for on a Property with an Existing System
When buying a property that already has a structure and OSSF in place, there are specific things to verify:

- Soil percolation test (perc test) — measures how quickly water moves through the soil. Required to size the drain field for a conventional or LPD system.
- Soil profile evaluation — an authorized soil evaluator examines the soil composition, depth to rock, and depth to groundwater. Rocky Hill Country terrain, where limestone is shallow, can limit where and what type of system can be installed.
- Setback compliance — TCEQ rules require minimum setback distances from property lines, wells, surface water, and structures. The layout of the lot, the location of the well, and the building site all interact. Some small or oddly configured tracts may have limited options.
In the Hill Country, shallow bedrock is the most common constraint. A site with 12 inches of soil over solid limestone cannot support a conventional drain field. In those cases, an alternative system — ATU with drip irrigation, mound system, or engineered solution — is required, at significantly higher installation cost.
