Why Water Is the First Question
In the Texas Hill Country, water defines a property's usability more than any other single factor. A beautiful piece of land with no reliable water source is a liability. A modest piece of land with a productive well and a year-round creek is a different kind of asset entirely.
Buyers who move quickly on Hill Country land without fully understanding the water situation often regret it. The questions to ask aren't complicated — but they need to be asked before you're under contract, not after.
The Well Log
Every water well drilled in Texas since 1985 is required by law to have a driller's report on file with the Texas Commission on Environmental Quality (TCEQ). This document is public record and provides the baseline information you need to evaluate a well.
Key figures on a well log:
- Total depth — how deep the well was drilled, measured in feet below ground surface
- Casing depth — how far the steel casing extends; water-bearing zones below the casing are accessed through perforations or open hole
- Static water level — the depth at which water naturally sits in the well when the pump is off; measured in feet below ground surface. A well with a static level of 80 feet has water sitting 80 feet below ground.
- Yield (GPM) — gallons per minute, measured at the time of drilling; indicates how fast the aquifer can deliver water into the wellbore
- Aquifer — which formation the well is drawing from; in Blanco County, the Trinity Aquifer (specifically the Hensell Sand and Glen Rose Limestone) is the primary groundwater source
What the Numbers Mean in Practice
A well log tells you what was true when the well was drilled — not necessarily what's true today. Aquifer levels fluctuate based on rainfall, regional pumping, and drought conditions. That said, the log gives you a meaningful baseline to work from.
Static Water Level
The shallower the static level, the more accessible the water. A static level of 50–150 feet is common in much of Blanco County. A static level of 300+ feet indicates deeper drilling, higher pumping costs, and potentially less resilience during drought.
Ask when the static level was last measured. If it's an older well, a current measurement during due diligence is worth the cost of having a well technician check it.
Yield
For a rural residential property with a house and a garden, 1–2 GPM is minimally functional. For livestock watering, you typically want 3–5+ GPM. For irrigated agriculture, you need more — and in some cases, a single well isn't the answer.
A well that logged 5 GPM at the time of drilling may produce less today. Conversely, well yield can sometimes be improved through cleaning or redevelopment. This is one of many reasons to have a qualified well technician inspect any well on a property you're seriously considering.
Water Quality
The well log tells you nothing about water quality. That requires testing — and testing is worth it. Common issues in Blanco County water include elevated hardness (calcium carbonate), iron content, hydrogen sulfide, and occasionally bacteria from surface infiltration in older or poorly cased wells.
A standard water quality test costs $150–$300 and should be part of every land due diligence process. If you intend to use the water for livestock or irrigation, test for agricultural-relevant parameters as well.
Surface Water: A Different Set of Rules
Wells are not the only water source on Hill Country land. Springs, creeks, and stock tanks are common features — and they come with their own considerations.
Surface water rights in Texas are governed under the prior appropriation doctrine ("first in time, first in right") and are administered by the state through water rights permits. Unlike groundwater, which in Texas is largely governed by the rule of capture (landowners can pump what's beneath their land), surface water belongs to the state. Owning land along a creek or river does not automatically give you the right to divert that water for irrigation or livestock use without a water right permit.
Stock tanks (constructed ponds) are generally permissible for range livestock use without a state permit, but capacity limits apply. Large impoundments may require authorization.
Springs on private land are fed by groundwater emerging at the surface and are generally considered part of the landowner's groundwater estate — though spring output is variable and can be affected by drought and neighboring well activity.
What to Do During Due Diligence
- Request the TCEQ well log for all wells on the property
- Have a licensed water well technician conduct a current yield test and check the pump and pressure system
- Test water quality through a certified lab
- Walk the property and identify all surface water sources; ask about their seasonal reliability
- Check TCEQ records for any groundwater conservation district rules that apply to the property's location in Blanco County
